It was rumored that during the Second Vatican II Council a suggestion was discussed of moving The Holy See or opening another, "Second Vatican City," in Jerusalem. John Paul II has stated on Judaism:
"The Right of Jews to return to the land of their ancestors."
…It must be understood that Jews, who for 2,000 years were dispersed among the nations of the world, had decided to return to the land of their ancestors. This is their right. And this right is recognized even by those who look upon the nation of Israel with an unsympathetic eye. This right was also recognized from the outset by the Holy See, and the act of establishing diplomatic relations with Israel is simply an international affirmation of this relationship.

They have already established a Church of all Nations in Jerusalem and that the prophecy's of scripture seems to indicate that all of the characters associated with the End times (AntiChrist, the False prophets and the Two Witnesses) congregate in Jerusalem and are there when Christ comes back.

He's not shy in exploiting the corruption that's been taking place in Vatican City. When asked if the "Curia," had a gay lobby, he politely said, "Yes." There is nothing to stop Francis from moving there. Also the Vatican was discussing moving the Holy See to Quebec, Canada in 1882 (Source: "The Evening Telegraph." Philadelphia, Saturday, February 25, 1882) because Europe was consistently going to war from one generation to another. Again only time will tell but please don't get hysterical if it happens, just one more stage in the "Great Apostasy," foretold by St. Paul and the other Apostles which needs to concur before Christ returns.

The offering of "Jerusalem as the site of a second Vatican within Israel" was given credence by Dr. Pinhas Lapide writing in the Jerusalem Post. Dr. Lapide knows Paul VI personally, having been Israel's Consul in Milan between 1956-58 when Paul VI, then Cardinal Montini, was the Archbishop of Milan, Italy.
Dr. Lipide revealed that this "Vaticanization of some scores of dunams in Israel's Capitol was also the main theme of the talks Israel's Foreign Minister Abba Eban had with Paul VI in 1969."
